A landmark provision in the draft US National Defense Authorization Act for fiscal year 2027 would significantly deepen military integration between the United States and Israel, embedding joint research, production and technology programmes into the heart of Americaโ€™s defence-industrial base. Section 224 of the House Armed Services Committeeโ€™s bill, known as the United States-Israel Defense Technology Cooperation Initiative, creates a new legal framework requiring the US defence secretary to appoint a single โ€œexecutive agentโ€ charged with coordinating all aspects of bilateral defence cooperation. This would extend beyond existing missile-defence ventures such as the Iron Dome to include artificial intelligence, drone systems and cyber operations, effectively transforming a long-standing security partnership into a tightly coupled industrial and technological alliance.

The measure reflects bipartisan support in Congressโ€”it was introduced by the committeeโ€™s Republican chairman Mike Rogers and its senior Democrat Adam Smithโ€”yet it arrives amid heightened regional tensions following the joint US-Israeli strike on Iran in February. That escalation triggered weeks of reciprocal attacks before a fragile ceasefire took hold in April, underscoring the strategic imperative driving closer defence ties. Critics, including Josh Paul, a former State Department official turned advocate, argue the provision would grant Israel unprecedented access to American technology and embed Israeli systems into critical US supply chains, giving Jerusalem disproportionate influence over Washingtonโ€™s defence priorities. โ€œCongress is seeking to entrench the relationship so deeply in Americaโ€™s defence industrial base that it becomes irreversible,โ€ Paul said in a social-media statement.

Proponents counter that the initiative would streamline procurement, accelerate innovation and strengthen deterrence in an increasingly volatile Middle East. Israel is simultaneously facing genocide allegations at the International Court of Justice over its military campaign in Gaza, a legal challenge that has amplified scrutiny of US security assistance. The bill must first clear the House Armed Services Committee in early June, then secure passage in both chambers of Congress before it can be signed into law. If enacted, it would mark a qualitative shift from a donor-recipient model of military aid to a reciprocal, co-developed defence ecosystemโ€”one that could reshape the strategic landscape of the region for decades.
